How a Category Was Assembled Out of Ordinary Conditions

Childhood as a protected period did not appear by decree; it accumulated from changes in work, household and law.

Categories that feel eternal usually turn out to have been assembled. Childhood is a good example. There is no single moment at which a society decides that the young shall henceforth be a separate order of person. Instead a number of ordinary changes accumulate, each one made for its own reasons, and the category emerges as their combined shadow. Work moves out of the household and into places that are harder for the young to enter. Schooling expands and takes up more of the day. Households grow smaller, so that each young person occupies more of the available attention. Law begins to specify ages for particular activities. None of these is a philosophy of childhood, yet together they produce one.

The assembled quality explains why the category is so uneven. If childhood had been designed, its boundaries would agree with one another. They do not. The age at which a person may leave formal education, the age at which they may work, the age at which they may consent to various things, the age at which they may be held responsible for their actions: these lines were drawn at different times, by different bodies, for different purposes. They sit at different heights and they move independently. A person can therefore be a child for one purpose and not for another, which is confusing in practice but revealing in principle. It shows the category is a bundle of separate decisions.

Recognising the assembly is not the same as dismissing it. A constructed category can still be a good one, and there are strong reasons to value a period in which a person is not expected to earn, is not held to adult standards of responsibility, and is given time to acquire the long slow competencies that a complicated society requires. The point of noticing the construction is different. It reminds us that the arrangement is a choice, that it was made under particular conditions, and that when those conditions change the arrangement will be reopened whether or not anyone announces that it has been.
